Reminder: New Kayak Fee for 2010

Just a reminder, starting January 1st, 2010 all operators of non-motorized boats over 10' long are required to have the new Aquatic Invasive Species Prevention Permit.  Pick one up when you get your 2010 fishing license.

What does this mean for those with manually powered boats?

    * Non-motorized boat operators (rafts, drift boats, kayaks, canoes, etc.) 10 feet and longer will need to carry and purchase a $7 annual permit ($5 + $2 agent fee), which the boater can use with any manually powered boat.  
    * Permits are required for both residents and nonresidents and are transferable to other non-motorized craft, but every vessel on the water must have a permit.
    * Non-motorized liveries (rental businesses) will receive a
      quantity discount. Clubs and organizations can have permits issued in
      their name. Permits must be purchased directly from the Oregon State
      Marine Board


Where do I get a permit?

    * Permits can be purchased online at the Oregon Department of Fish and Wildlife's Web site: www.dfw.state.or.us/online_license_sales/index.asp beginning December 1, 2009.
    * ODFW license agents and ODFW offices that sell licenses, www.dfw.state.or.us/resources/licenses.




Why do motorized boats pay $5 every two years and non-motorized $7 ($5 permit + $2 agent fee) each year?

    * Boat registration decals are non-transferrable -they adhere to the bow of the boat.  Non-motorized permits are transferrable.
    * Because this is a new program involving a different segment of boater, a new delivery system will need to be created which carries additional overhead costs.
    * The surcharge on a motorboat will be automatic, with little overhead.  Motorboaters are already paying a certain amount of their registration fees to maintain the registration data infrastructure.
    * Because ODFW has nearly 500 point of sale agents and an online license sales system, their permit delivery system better serves boaters statewide.

I didn't find any logic as how they came up with 10' + requirement?  Dudes in the little float tubes with their waders and flipper won't contribute to the invasive species issue? 

My kayak is officially 29" long and 13.5' wide.

As long as you paddle it that way, I think you'll be okay.


The 10' requirement is purely arbitrary.   I like the idea of spending some money to stop the spread of invasive species, but alas the state doesn't have extra money anymore so they created a fee.    I'm not sure I like the implementation and I'd rather see the permit stay with the kayak and not the kayaker.  Now if anyone ever wants to borrow/demo my kayak I have to ask them to go buy a $7 permit first if they don't already have one.


We could look into the club permit option. I bet it's just one permit that we'd have to pass around (big hassle).  However, if copies of the club permit would suffice, that might not be too bad.

I think they missed a lot of money opportunities by not requiring folks that wade rivers, or use anything less than 10' long to have a permit with them as well.  Those "toon boats are pretty popular and can just as much a contributor, as a kayak or canoe.

If you want to paddle and fish, you just gotta do it I guess...

What?  Who me?  I'm a marine invasive species ecologist/data manager?  But I get my paycheck from your federal taxes not Oregon state taxes.

most of the 'toon boats are under 10 ft for the solos.. the two and three person jobs will probably need permits, and the river rafters and drift boaters as well since many are human powered and over that size limit. (which i see they covered) and are probably more culpable as the transferees of invasive species in the waterways.

which also brings up the idea; why didnt they ban felt  soled wading boots for river fishermen? thats gotta be a perfect hiding and tag along spot for the invasive larvae... anyone know if Simms is doing retrofits on their wading boots from felt soles to rubber studs?

I'm curious as to how they plan on getting the word out to current non-motorized no-registered boat owners.  If I wasn't a member of this particular group or did not fish, I wouldn't have a clue this was happening.  How would someone that may purchase a used yak or canoe from a private party know this was required?
