The official word from the ODFW is that all Wa residents will need a OR license to fish Youngs Bay.Z

Oregon and Washington have Columbia River mainstream "launch reciprocity". The catch is Youngs bay is not considered part of the Columbia mainstream. It wouldn't matter where you launch you need an Oregon license to fish Young's bay proper. Much like Drano spring salmon fishery upriver. You can launch on the Washington side with an Oregon tag and fish the mainstream all you want and land your fish in Washington, but you may not fish up in Drano proper with out a washington tag if you are from Oregon regardless of where you launch from
