********Official Rules:********

1. Skills required to participate in the Oregon Rockfish Classic:
   a. Upon unexpected entry into the water from their kayak, participants must be able to reenter their kayak unassisted within one minute
   b. Participants must be of a physical fitness level such that they are able to propel themselves to and from the fishing grounds unassisted while also factoring in nearshore ocean conditional elements that are common to the Oregon coast, such as winds and currents.
   c. Participants must understand and adhere to proper marine band VHF radio communication procedures

ALL COMPETITORS MUST ADHERE TO THE FOLLOWING RULES:

2. Before launching each participant must:
   a. Complete a safety inspection
   b. Pay registration fees
   c. Fill out and sign release of liability waiver
   d. Sign the check-out list
   e. Launch no earlier than 5:00 am
   f. Actively seek to minimize their impact on all powered vessels and all vehicles launching powered vessels in and around the vicinity of the Depoe Bay boat launch

3. While on the water each participant must:
   a. Wear immersion gear appropriate to Oregon coastal surface water temperatures
   b. Wear a Coast Guard approved personal floatation device (PDF) at all times. The PFD must be type I, II, III, or inflatable life vest as defined by the US Coast Guard
   c. Carry on their kayak a functional marine band handheld VHF radio and monitor channels 80, 72, and 16 while adhering to proper VHF radio communication procedures
   d. Carry a signaling device on their person
   e. Fly a safety flag on their kayak
   f. Carry on their kayak a bailing device
   g. Propel themselves to and from the fishing grounds under their own power(only human power is allowed - no motor or sail power)
   h. Carry a valid Oregon fishing license
   i. Carry a valid Oregon invasive species permit
   j. Carry an ODFW approved fish descending device
   k. Actively seek to minimize their impact on powered vessels at all times
   l. Follow all Depoe Bay regulations for entry to and exit from the harbor during the event
   m. Follow all ODFW regulations appropriate for the area

   n. Land their own fish without assistance unless under the age of 16 years old or permanently disabled in a way that prevents the landing of their own fish
   o. Observe and remain within the tournament fishing boundaries as follows:
      i. No fishing is allowed in the transit channel between the bell buoy directly west of the harbor entrance and the harbor entrance
      ii. Southern fishing boundary: Cove Point
      iii. Northern fishing boundary: Northernmost edge of the Worldmark Resort buildings
      iv. Western fishing boundary: Water depth of 100 feet
   p. Comply with all decisions made by the tournament coordinators as communicated through the VHF radio channel 72, including but not limited to suspending the tournament earlier than the original planned end time due to deteriorating ocean conditions or other events that compromise the safety of the event
   q. Must not consume alcohol or drugs of any kind during the event

Tournament Boundaries

4. Upon returning to the Depoe Bay boat launch area:
   a. All participants must report to the weigh-in station and sign the check out list before 2:00 pm regardless of whether or not each participant intends to submit fish for weigh-in
   b. Failure to check in by 2:00 pm may result in the participants automatic disqualification from the event, as well as future events

5. Tournament format:
   a. Only fish from participants having adhered to all rules described in these official rules will be considered for the tournament
   b. Only fish ready to be submitted at the weigh in station before 2:30 pm will be considered for the tournament and will be measured as follows:
      i. All fish shall be measured according to weight
      ii. All fish shall be measured in pounds to the nearest 1/100 of a pound
      iii.  All fish may be subject to full inspection
   c. Anglers shall be ranked based on total combination weight of the single heaviest of each target species in possession for the tournament.
   d. The four target species for the tournament are: Lingcod, cabezon, rockfish and greenling
   e. Any participant that is found knowingly attempting to manipulate their fish in order to achieve a higher ranking shall be automatically disqualified from this 2017 tournament and all subsequent Oregon Rockfish Classic tournaments

Dig through the Events forum for previous years!

The roster for the 2017 ORC will be limited to 100 competitors.
The main reasons for this decision are: 1) The Depoe Bay Harbor has a limit to the amount of traffic of fishing craft that it can safely accommodate.  2) Parking in the area around the harbor is limited. 3) A limit to the number of competitors makes the logistics of the tournament much more easy to arrange and manage. 
We must keep in mind that we are not the only group of fishermen that will be planning on using the Depoe Bay Harbor that day.  It is reasonable to assume that power boaters may be targeting off-shore tuna, ocean salmon, and possibly halibut out of Depoe Bay so we must try to leave room for them too.
Best attempts will be made to try to update the list of registered participants in a timely manner, but this won’t be a daily update.

Fee Breakdown:
So where is your $40 going?
 $10 goes to a raffle ticket.* 
 $17 goes towards cash prizes for top 10 finishers.**
 $2 goes to pay for your boat ramp fee. So when you see the sign and box at the ramp, don’t worry about it.
 $5 goes to insurance for the event through the American Canoe Association
 $6 goes to cover costs of the tournament (fire wood, propane, plates, cups, etc..)

* Most of our sponsored prizes will be raffled off with proceeds going to Neighbors for Kids and Heroes on the Water.   We will be selling additional raffle tickets at the Chinook Bend RV resort  during the weekend of the event.  More information on raffle prizes to follow.

** If we get a full 100 anglers registered we will be giving away a full $1700 in cash prizes to the top 10 finishers with the following break down.

1st  $700
2nd $400
3rd  $250
4th  $100
5th - 10th   $50 each


For the 80 anglers registered we will be giving away $1360 in cash prizes to the top 10 finishers with the following break down...

1st  $560
2nd $320
3rd  $200
4th  $80
5th - 10th   $40 each

Just curious how requirement 1a will be validated prior to participating?  I fully support the rule and feel it is the right thing to require, just curious how it will be managed?

Pre-test in the bay before launch!  Don't worry, I have lots of practice, I'll help you back in while I'm taking the optional tour of the bay (on purpose, of course). :)

Even if the weather is bad there is salmon fishing and steelhead in the river located at the campsite. I had a great time last year even though the ocean was a no go.

It's worth it just for the taco feed.  And I'm not saying that because I'm the organizer for the taco feed (note: I only organize, the majority of the actual work is done by those that show up and help out).  My first year at ORC my involvement in the taco was eating and being asked to help cook.  It's a really great party, and with the raffle a chance for some great prizes and to raise money for HOW at the same time.  If the weather is crap there's bound to be enough people that will be able to bring frozen fillets that we'll do the feed whether or not we fish the ocean.  And, as noted, if the ocean is blown out, you can fish for salmon and steelhead in the river right off the campground.

Keep in mind too that sponsors fill up your captains bag with enough swag to more than pay for the cost of entry.  And you get said captains bag whether we get to fish or not.

There are lots of people (including me) that are going a lot farther than you will.  Heck, by the time I hit Olympia I'll be 2.5 hours into the trip already.  If the cost of the drive is a barrier let folks know you need to carpool.  I'm sure it will work for somebody to either give you a lift or ride along in your car.  I won't be able to accommodate you, but that's only because I'm not going straight to/from the tournament this time.  If it was a straight down and back up trip I'd offer to pick you up for a $25 round trip gas money contribution.

Stay where you want, it's all good.  Though if you can I highly recommend hanging around the campground from about 4PM on until as late as you can stand.  We'll be doing the fish taco feed, and following that will be the awards ceremony and raffle for the sponsor given prizes.

I usually aim for around 5PM to have the fish starting to come out of the fryers.  Check out the taco feed thread for more details.

It blows my mind that we can not only keep canary rockfish now, but we can keep 7 of them, while at the same time we can only keep 6 blacks.

http://oceaned.org/ Is sending us 50 descenders to have on hand at the ORC as well as Rockfish ID cards.  This will be handy for those that forget one, and those new to bottom fishing. It costs them $5 a pop plus shipping for each one. They wanted to send more, but they are running low. If you need one, don't forget you will need your own lead. Also, consider donating a couple bucks to the cause if you do take one. Thanks.

Hi, just registered for this tourney! Can't wait. Bringing my 2 boys up to the campground and wondering if anyone else is bringing their kids. Mine are 8 and 10 so trying to figure out if any adults are going to be at camp during the tourney so maybe they could check in on them when fishing.

Last year when event got canceled someone did say it's gonna be refunded. Never got that 100$, maybe there is a way to signup for free this time?:)

The event happened, just not the fishing part. No one said it was to be refunded that had anything to do with the planning.  Everyone should have got their captain's bag and raffle tickets and a reminder was put out here and I personally mailed several to people at my own expense because they did not show up.  If I remember correctly, and I do, the captain's bags were worth more than your entry fee which also covered insurance for the event, venue rental, a chance to win the kayak, and other miscellaneous expenses. I apologize for any confusion.

If you paid, you are registered.  Participants will have to fill out a liability waiver at the Captain's meeting the night before, or the morning of the event.  You will also sign a check out and check -in sheet.  More info about the event in the rules.

I've had a few people PM'ing me about registering for more than one person.   I don't currently have a form set up on PayPal to add different names.   

If, for example, you pay for two registrations, I'll have you listed under your name with a "plus one" next to it.   Just be sure to bring your "plus one" with you when you both fill out your liability waivers and I'll check you both off my list.

Tinker, it was $50 per person last year.  It has been reduced to $40 this year per the info provided by BSteves both years.
Basically one less raffle ticket, otherwise the same breakdown.

Captains meetings and event status are well communicated on this forum (including last year).  I didnt participate, but I knew the fishing part was cancelled and the raffle and events were still held. Hopefully there is much much better weather this year!!  Will there be the fish printing gyotaku this year??  The fish taco feeding frenzy is pretty awesome!

Tinker, it was $50 per person last year.  It has been reduced to $40 this year per the info provided by BSteves both years.
Basically one less raffle ticket, otherwise the same breakdown.

should have one before u go out on ur kayak,or on ur person anywhere ur going out in oregon. just about any kayak or sup dealer has them.  or license dealer. i bought a 2 year for i think 14?? it`s waterproof but i store it in baggie along with contact info duct tapped to inside of front hatch on my hobie.

I wish I knew about that "captain bag" thing , we where so upset and tired from that trip so didn't even fallow up with posts . Well I hope I will have better luck this time

If you are an REI member they are about the last place around that doesn't charge the agent fee. I'm sure if you bought a new kayak from Next Adventure or Kayak Shed they would probably waive the agent fee on the permit as well.

Yes. That is what I do on January 1.  I wait until then because I do not trust the state of Oregon not to send me the previous years if I ordered on Dec 31.

Personally, I would say waders are only half of the equation.
A good fitting dry top with a snug waist belt sealing waders and dry top together with approprate under layers is a very good system.

I do the wader dry top combo with a tight belt and it works great. I have fallen in the ocean a few times and am pleased to find that little or no water gets in my drytop wader combo.

However, waders by them self are not immersion gear. They would not protect you from being immersed in the ocean

I've seen two guys with waders and belts (no dry tops) fall off their kayaks and fill with water. They both needed to be rescued by other kayakers, which puts not only the person in waders in danger, but also the people who are around them. It sucks to be hanging out in the surf either trying to help someone back on, or paddling back in while they hold on to the back of your kayak.
It's great that you asked, and are able to learn the easy way. Good job

In our pre-tournament safety inspection during checkout the morning of the event, we will be accepting the following emersion gear...
a full drysuit
a full wetsuit
a pair of waders with belt and dry top (not a splash top)

These must cover your entire legs and entire arms (no shorties).

If you show up with less than that you will be turned away and disqualified for the tournament.

Thanks for the immersion gear clarification.  I own a full dry suit, but my buddy will have to find a dry top to go with his waders.

I got mine for clearance under 150 on Austin kayak.  There may be better option but i have been pleased with it.  I have a Baron 6 jacket.  It has neck, arm gaskets and a secure belts at the bottom with a gasket

I don't feel comfortable putting out a list of everyone's  actual names (I don't have explicit permission to do that) and I don't have PayPal set up to collect NWKA screen names.

Typically, the whistle has been adequate and should suffice as a minimum signaling device.  I believe an air horn has been suggested in the past at Depoe Bay, though I've not actually seen/heard others make use of one while moving through the hole.

The airhorn is often suggested for Depoe Bay to announce your entry into or out of the harbor through the hole.  However, if the visibility is decent a call on the VHF channel 80 can inform you of any traffic through the hole that you need to worry about.

For our purposes, we are basically looking for a whistle and/or air horn.

 keeping in mind, early in the morning announcing "outbound" usually will not get a response as no one is coming in, their too busy fishun or heading out too! . but on the "inbound" coasties will give u an all clear to come in, or may have u hold off due to outgoing traffic. channel 80.

I've respected this rule but I find it over the top superstitious and pretty silly.  Go to any other ocean tournament thread anywhere else and the 2 weeks prior to the event are full of chatter about the forecast because that's what people are thinking about and want to talk about.  Then here someone asks a perfectly normal and good question and this happens.  I'll pack an extra pack of tin foil for you guys this morning on my way out the door.  Hat making party by the ramp friday night after inspections.

Hard and set rule - I don't think so - those are listed on page 1 of this thread.  Superstition - maybe - but growing up and living here, fishing/camping and playing/coaching a lot of baseball/softball, discussion of the weather too early is fine, just be prepared that it won't be anywhere close to the forecast.  Silly - of course - we all know we have absolutely no control over the weather, but teasing those violate the superstition of it - oh ya!   ;D  All in good fun, of course!

As far as the tin foil, not sure if needed as hats, but you might offer some to help with the leftovers from Saturday's potluck/taco feed!

So we don't have to drive all night for nothing like a last year, and we came to a camp last year just to ask what's up, some one with a good soul told us that bar is closed and the best thing is to head home))) and that was 5-6 hours drive...... basically do you think it's gonna be fine? If not could someone say something if coast guard will close the event?

Check this link in the morning, it'll be the most up-to-date info you can get on bar restrictions.  Of course, it can read "no restrictions" tonight and then the CG can impose restrictions at 5am tomorrow morning.  That's unavoidable.  But all the weather forecasts are looking decent at the moment.  I don't see why they'd impose restrictions tomorrow if the forecasts are even marginally accurate.
