I could use some help finding a spinning reel part. This isn't a high-end reel but it doesn't seem right to me to pitch it because a small part has failed. However it appears the Abu-Garcia Cardinal SX30 is no longer made and the bail arm is no longer available from the manufacturer or parts vendors. Does anyone know of a source for this part? Tia for any help!

Try alantani.com first. His online reel repair library and service are excellent.
Follow this up with olliedamons.com ,

and check out bass pro shops.com, their resource guide also gives you access to their reel repair service with a downloadable repair service form
. Since they are one of the largest Abu dealers in the US they might actually have the part

Hit up Ollie Damon's in Portland.  If they don't have it, access to it, or know how to get access to it, then it probably can't be found.

Another option is keep your's eyes peeled for that reel to surface at Goodwill, or a garage sale.
