I know sunny and warm days arent always the norm around here, but does anyone have a good solution for leg protection for sun that 1) is not sun screen and 2) does well with getting wet? Thinking legging style. Google search is not turning up much.

I also don't love the legging style so can't help with that. I have a bunch of pairs of these pants, they're cool, dry quickly, and of course protect from sun.

Disclaimer: I am employed by Columbia and get a significant discount, although I've owned these pants for years before I was employed by them. I’ll second the lightweight sun pants. I have an orvis pair, but I suspect any of the other brands would work just as well. Get them long enough so you don’t end up with ankle tan rings to go with your sandle foot tan

I'll admit I havent worn tights, but for me, if i am dipping my legs in to get wet/splashed the loose pants seem like they may be bothersome. I am mostly getting these for an upcoming trip to Maui where I am taking a kayak fishing charter and likely will be getting wet/jumping in.
May have to go out to the columbia store to check those out though.

Wrangler Outdoors hiking pants, which are available at Walmart for $27, https://www.walmart.com/ip/Wrangler-Men-s-Outdoor-Zip-Cargo-Pant/853164485, are excellent outdoor pants, just as good as the much more expensive outdoor pants available from retailers such as REI. They have nylon/spandex construction, so they have some stretch, and in addition to two hand pockets they have two zippered cargo pockets, so you aren't going to lose things out of your pockets when you are sitting down. These pants are a good choice for sun protection when kayak fishing.

I just use light weight breathable pants or sweats I got at goodwill, for like a buck or two a pair. I just roll up the legs when launching/landing. I hate sun screen, but my legs n feet will burn, but between the pants and my scuba shoes, I'm covered well, and have no issues.

Dress slacks from goodwill just be sure they’re 100% synthetic fibers.

The Columbia Employee Store in Beaverton typically has a large collection of similar pants, usually 40% off regular retail. During sales even further discounted.
Your fishing license will give you access to the Columbia employee store on Mondays.

You gotta think outside the box.
3X white T shirt from Goodwill.
Drap it across your legs. Easy enough to take off and stow as needed.
Also, since cotton doesn't dry very quick it works great to keep you cool if you are looking to stay wet but not burn in the sun.
