General Information:
Date:   May 19th, 2018
Event time:   Sunrise to 3:00 PM
No fish submissions will be allowed after 3:00 pm
Event Boundaries:   Brownlee and Oxbow Reservoirs
Event HQ:    Hewitt Holcomb Park - Richland, Oregon
           Mandatory Gear Requirement:
PFD Competitors MUST Wear a Coast Guard Approved PFD while on water
Sound Device a whistle at minimum
Safety Flag must be flown during contest
Immersion Gear must be appropriate for water conditions
All participants MUST be able to Self Rescue per ACA insurance waiver


-EVENT RULES-
All Competitors Must:
- Check In After Fishing
          If you do not check in, we will assume you are lost and take appropriate action. 
          All competitors are liable for any fees incurred during their search and rescue

- Propel Their Craft Through HUMAN POWER To And From Fishing Areas While On The Water
- Stay Within The Boundaries OF The Contest
- Carry A Valid Fishing License For Area Fished
- Carry a valid Aquatic Invasive Species Permit for kayaks over 10 ft
- Adhere to all DFW fishing rules appropriate to the area fished
- Only fish pix with the event identifier clearly displayed will be accepted
- Submit A Completed And Signed BCS Event Waiver Prior To Fishing
- Submit A Completed And Signed ACA Insurance Waiver Prior To Fishing
   A Link To The Event Waiver Is Attached To This Post and Available At The Captains Mtg. And The Morning Of The Event


Scoring Rules:
ELIGIBLE SPECIES: Crappie, Pan-Fish, Perch, Smallmouth Bass, Largemouth Bass, Catfish and Trout
Rank Will Be Determined By Total Points Per Inch Score Similar to the NWKA Angler of the Year scoring system
- All Smallmouth and Largemouth Bass MUST BE Released After Photo
- Only Pictures Of Entries With a BCSIII Identifier Clearly Visible Will Be Counted Toward Competitors Scores
- Event Identifiers To Be Issued At The Captains Mtg. On Friday (Contact Jed for alternate arrangements if necessary)
- Measuring Boards Are Preferred But Alternate Measurement Devices That Clearly Show Length May Be Permitted
- Only one fish of each species will be counted
- Fish Mouths Must Be Closed In Submitted Pictures
     Open Mouth Fish Pictures May Be Docked At The Discretion Of Contest Staff
Exception:
- There Will Be No Minimum Size For Bass Entry. You will get points for any length bass, even though the regulations have a min length for retention.

Where is the best place to camp up there? I’ve never been there. I’m probably going to make it this year. Thinking I’ll camp there the week leading up to the event. Is anybody else thinking about going up early?

Mickey and I will be there the week before. We camped at the first section of the Hewlit Holcom park. First come first served. Nice park, hook ups, grass and showers and its own boat ramp.

Hopefully there will be spots available. It would suck to show up and have to search for a place to stay! Thanks for the info, and see you there. I’m taking that week off and heading over along with the in laws. Can’t wait! The only downside would be if the ocean is flat that week!

You can make reservations for the Hewlitt area, but it wasn't what we liked. The spaces were so small we couldn't back the toy hauler into it. Many kayakers tent camped on the lawn in the Hewlitt area.

Hi guys, I'll call parks and rec tomorrow and post more info. I'll ask if there is a better RV park nearby. You might want to stay at a couple of different places if you are going to be up early. Anthony lakes is a nice area and Sumpter is a neat place to check out. I will ask the BC tourism board what they recommend for sight seeing in the area.

Sorry for the late update. The event HQ will be at Hewitt Holcomb park just outside of Richland, OR. The park phone # is (541) 893-6146 for reservations www.bakercounty.org/parks/parks.html  There are 20 or so camp sites and they are all in the same general area so whatever spot you get, you should be fairly near to the action. I reserved the gazebo near the fish cleaning station for the awards and potluck on Sat. For those that are looking for an alternative to the RV park, there is Eagle Valley RV Park in Richland. What is the tent camping like at Hewitt park? Is it just the one grassy area at the tip of the peninsula? Trying to decide if we should pull the camp trailer over there or bring my power boat and a tent.

Hey Evan, the camp sites are actually located on Robinette Rd. The park is split in two sections, the peninsula area (Hewitt dr) with the ramp is for RV's and the Robinett rd side has about 20 camp spots on the grass. What is the tent camping like at Hewitt park?

The link Jed had didn't work for me.  This photo shows the area.  The yellow area is the tent area and the blue is the rv park.  The two orange arrows are the two boat ramps that were open last year.

As far as the tent camping, it is pretty much just an open grassy area with quite a few shade trees.  There is a hill on the back edge of the grass and there are camp spots on the higher ground that are just a narrow gravel strip with table etc.  Most everyone who tent camped last year stayed as a group in the grassy area.

Checked out Hewitt park yesterday. This is what the grass camp area looks like. There are more sites on the upper area as well. Water was low but the park staff said thay caught some crappie in the 12-13" range. Water should be up by tournament time. I have been updating the donor list and will be posting pix of prizes soon.

Last year the best fishing was right near camp (launching at the camp).  There was a lot of snow melt way up river that was keeping the main stem colder than the Powder River arm where the camp is.  Lots of fish to catch near camp.

I had my camper set up on the far right side of that photo (east side). There was only 2 other trailers over there.

I also just tried to register and paypal had an error. I'll try again later.

As for fish, lots get caught right in front of camp. Oxbow and Hells Canyon Res. are short drives away. I'm thinking about heading down this weekend for a day.

This time around, the wife and grandkids are staying back in Portland. That means I can give a ride to another person and/or kayak, and if I bring my Jumping Jack camp trailer, I can offer a 27" x 84" foam mattress bunk, too. For anyone concidering fishing Brownlee this year, think about bringing your fly gear also.  It is a great place to catch multiple species on the fly.  Last year I caught crappie, blue gill, small mouth and carp while fly fishing. (If you have never caught a carp while fly fishing, it is really fun)

The bad news is: All the crappie at Brownlee are all the same size

The good news: They are all 12"

Got out for a few hours yesterday. The wind was blowing pretty good and I was confined to a couple of hundred yards of bank. Managed to find 5 fish that were all about the same size. Even got a few bass and a trout trolling a ned. The reservoir is still low but they should be starting to fill it soon. May be a really good year to get over and crappie fish even if you miss the event.

Can anyone clarify the boundaries of this for me?  I've been all over the maps and google and I'm a little confused.  The rules say Brownlee and Oxbow reservoirs but I don't see them clearly defined anywhere that I've found this far.  The Oxbow Dam looks pretty far north on the map (further than my screen shot).  I assumed we'd be fishing near the campground itself but that looks technically like the Powder River.  Is Brownlee the part just upstream of the dam (NE part of my screen shot)?  Google maps has basically everything south of the dam on the Snake also labeled Brownlee until some point which I can't see it just goes back to calling it the Snake river.  Is the river navigable both ways out there?

Thanks in advance.  I've never been out that way. :)

Thanks James, also Oxbow is about 30 miles from the camp ground and can have nice fish as well.

I can see how it can be a little confusing.  Brownlee is huge when completely full.  they are currently raising the water levels (they drop it for flood control) so we should be able to fish straight out of camp.  I think it came up about 6ft in the 3 days we were camped there last year.

Oxbow is also a great place to fish.  there can be a bit of current in the main channel though.

No need to fish anything other than the arm of the powder river.   Last year I was the only one to actually went out into the snake river.. the fishing is way better in the arm.

From what I've been hearing the water temp is around 60 and I'm not sure what the average depth is. There's the old river channel that runs the length of it but I usually just hit the shoreline.

Two rods allowed with Two Pole endorsement. When I run two rods I have one in the holder with a small plug and hold the second rod in my hand  usually with a couple of plastics. When I catch a fish I'll turn around and make another pass. If I catch more fish then I set up shop right there. I'm heading down shortly so I'll have some intel by this afternoon hopefully.

Thanks!  I appreciate all the tips and info.  I do the same sort of thing sometimes when targeting trout.  I'm going to shoot for getting there in advance of the captain's meeting and doing some pre-fishing if anyone is around and isn't already doing the same thing and wants to join or wants company.
