Need an opinion on weather.

I recently got into kayak fishing in the last month and want some opinions on weather. My experience isn't much, mainly lakes, but I have ventures out to Neahbay and La push a couple times recently. I want to go out Friday/Saturday but the weather im not to sure about. Currently its the report is saying roughly 4ft swell at 12sec with 10mph. The swells im not concerned, but want to know your opinions on 10mph  wind. Is that still manageable? I wont be fishing to far out and have way more than enough safety gear.

You could do a site search for Go/No go discussions and see how others make those decisions.

Your post seems to suggest you'd go out by yourself, in which case: don't.  There are no conditions good enough to make a first transition from lakes to the sea solo.

There are some general rules of thumb: the swell period should be at least twice the wave height, but that doesn't account for the effects of the secondary swell height and direction and the wind speed and direction, both of which have a dramatic effect on the on-water conditions.

It also does not address significant wave height.

Do this exercise for a while: read the forecast, then go look and note what 4 feet at 12 seconds with a 10mph wind looks like in the area you plan to fish.

Depends on where you're going. Neah bay has more protection available. But looking at wind for saturday, it's good til noon and then you wanna get gone. Sunday looks good all day. But, that will change as the time draws closer. But my guess is based on this forecast there will be good windows to fish this weekend.
