So, I may not be looking at this right, so kind that in mind.

One of the results of my crash at Westport was a broken rod holder. It was ripped clean out of the yak. One of the holes is sit into the big hole... You like my technical names. What I need to figure out is how to repair it properly. I have even considered just covering it completely... I'm boy sure I get these side pole holders anyway. They are always making proems for me. I look forward to your guidance folks.

Easiest fix would be to install another and use it to hold your fish bonker if you don't like it for poles.  You may have to melt the slit hole together, or use a washer to back it.

Guessing it is not close to an access hatch?
It has been many months ago,  but someone posted a cool video addressing getting mounting backing material to areas that are well out of arms reach from the nearest access hatch.   It was very cleaver and if the area around your center hole is fairly flat, it should make for an even stronger mount than you had originally.   I will look for the post or hopefully someone else can link it who is familiar with the video.

Edit:   Here it is:

I used to think that Bigfoot might exist. Then I saw the reality shows where they are looking for them.  Now I am certain they don't

Rev what about drilling new holes in between the existing damages holes then reinforcing the new mount with some sort of backing like an old cut up cutting board?
