I just thought of an Oregon Coast area that could fit the bill for everything you listed.
Go down to Winchester Bay area, and stay at William Tugman State Park.
Eel lake is right there and stocked with trout.  Fun little lake to kayak on.
Winchester bay has a light house, dunes, shopping, crabbing, fishing, charters, and a huge flea market.
Short drive up to Reedsport and they have more shopping, a nice skate park for the kids, and more.

If you are considering winchester bay then you might as well drive 20 more minutes into coos bay/north bend. Reedsport sucks and the police have nothing better to do than write citations for going 5 miles over the speed limit. Tugman is alright...Eel lake isn't my favorite lake to fish either. Sunset bay campground is where it's at. You're so close to an amazing surf launch...if you can even call it that. Plus if you come in and eat at my work I'll hook your family up with a 40% discount!
