They might have also just been bankies using the kayak to drop their lines in deeper water.

Those were guys who plunk the big river from the bank, but use kayaks to paddle out and drop their bait. They just use kayaks as tools and are probably not into out super glamorous kayak fishing "lifestyle" :) glad the guy survived.
