Closes at midnight Friday south of Cape Falcon, and midnight Sunday between Leadbetter and Cape Falcon. Isn't midnight the 1st minute, not the last?

I understood it as closing 11:59 pm.

That's how I read it also.  1159 on Friday.

Straight from ODFW:

"the area from Cape Falcon, Ore. south to Humbug Mountain will close for coho salmon effective midnight on Friday, Sept. 19. The area from Leadbetter Point, Wash. to Cape Falcon, Ore. will close for all salmon at midnight on Sunday, Sept. 21."

I wish they would pick a time other than midnight or noon.

I receive email updates from odfw about reg changes. It says Coho South of Cape Falcon is open until 2359 Friday. That is one minute prior to Saturday. This means it is ok to fish for Coho during legal hours today. I confirmed this via a phone call to the ODFW office in Salem. I agree that they need to use a different way of defining these times. Thank you for the concern though.

Well there were some dorys and an odfw fish checker who also thought it is open until tonight (Friday)at 1159.

Cool. I will know how to interpret it next time.

You got an email that said 23:59? The email I received, and the link it contained both said midnight. Bureaucrats drive me crazy...

Yup, it actually says 11:59 PM. I signed up for the email alert update thing on the ODFW website so I don't have to spend an hour before each trip figuring out what is going on with the regs. I have found discrepancies before and have got frustrated. Almost need a law degree to figure it out. I'm slowly learning my way through lingo. Plain English would be much nicer.
