Found this while looking at boats on the Wilderness Systems site. One of the bloggers a Juan Veruete built a nice kayak rack out of PVC. On the site Juan gives a shopping list if you want to build your own,

After looking at this again, why not a couple of 45 degree pieces and a ridge pole so a plastic tarp can cover at least a part of the rack.
