Question regarding dealing with abusive PBers, NO, this is not a knock on pbers, I know that 99% of those guys are great folks and very conscientious. That being  said, when you do run across a jerk that's flouting the law, is it a Coast Guard issue, local law enforcement issue, or a Fish and Wildlife issue. Obviously, if it's a game violation it's F&W, other wise, do you call 911, or the CC?

My apologies, I should have been more specific, this in reference to fishing on the C or the W, or Mult channel.

Yup, sheriff. They are the ones out on patrol checking boats. Use your best judgment though and if you think their actions are life threatening, call 911. Especially if they're doing something like drinking heavily.

If it is not life-threatening, call their non-emergency number.

I would agree that's its mostly likely always going to be Sheriff that you would contact. Now when you say abusive, is that verbally? Would you mind sharing a little more of the situation?

The USCG has primary jurisdiction on navigable waterways, though their response might be quite lengthy depending on where you are.   The CG often refers calls to the local LE agency, particularly on portions of the Columbia where they have little or no routine LE presence.   

County sheriffs do more routine patrol than the CG, on inland waters anyway, so they might get there quicker.   

Any emergency should be put out on vhf 16 first, followed up by a 911 call.  This way you are more likely to get nearby Good Samaritans to respond, and all of the local LE boats monitor VHF 16 anyway.   So you're killing two birds with one stone by broadcasting over 16 first, and may even be able to forego the 911 call.   

Non emergency calls should be to the non emergency sheriff department phone lines, or to the USCG comms center for the district you are in.   

Any issues involving commercial vessels (of any size) should be referred to the USCG.   The CG does not look fondly upon violations by commercial vessels.  The sheriff departments won't do much with commercial boats unless their behavior is criminal in nature.

Appreciate all the responses, Jammer, it's not in regards to any particular situation, just in general. What got me thinking was a post on a different forum and an individual talking about Fish and Wildlife violations. It got me thinking about who to call if their was an emergency situation on the C or the W, just like to be prepared.
