Military or James Bond?

Trolled the Willamette with no luck this morning, but I thought I'd share this odd vision coming out of the fog.  Any guesses?

Cool!... I saw it today in St. Johns, couldn't get the camera out fast enough. Military stealth boat?... think that may be built around here somewhere?

From what I've heard Vigor & Oregon Iron Works will be pumping out a bunch of these in the next little while. OIW picked up a $500 mill contract right before they merged with Vigor.
