If you have the "Hey Siri" function enabled, you don't even need to push and hold the home button.  Simply say "hey siri, call (insert contact name here)', and the phone calls them.  Locked or not.

Yes, but I believe that "Hey Siri" is only active when the phone is connected to power.

Not as of iOS Version 9.0.2 (the version currently on my phone).   It works whether plugged in or not.

Not as of iOS Version 9.0.2 (the version currently on my phone).   It works whether plugged in or not.

I have the latest update and I need to be plugged in to power for that function. iPhone 5c.

Unplugged only works with S series phones.
