Gill Nets on the Columbia in September

From my reading of the OR commercial gill net regulations (http://www.dfw.state.or.us/oars/42.pdf), it looks like they have essentially closed the lower Columbia (Zones 1-3 and 1-5) to sport fishing by allowing the gill netters in from Tues-Fri 9/6-10, Mon-Fri 9/12-16 and Mon/Weds 9/19 & 9/21 and Mon/Weds 9/26 & 9/28. I assume this will impact Steelhead as well as Chinook and Coho.

Hoping against hope that the Steelies and a few Chinook might sneak through does anyone have any thoughts/advice on likely conditions in the mouth/lower Cowlitz for tomorrow and early next week?
