My brother in law really wants to catch some surf perch from his kayak. I have told him that the two don't always jive well, but he is persistent. I am think near Sunset Bay might be good and protected so his kayak which isn't the most sea worthy should be ok.
Has anyone tried this much and have any recommendations they would care to share?

NoBadDays has won Tillamook Bay Kayak Day (more than once) by catching heaviest bag weight of surf perch... you could try that bay, it's closer for you than sunset.  Try Near the coast guard shack pilings- but don't block the CG entrance.

Perch are pretty easy to catch. They like sand shrimp for bait. Easy enough to pump sand shrimp from a nearby beach at low tide. Then fish for perch the two hours before high tide.  Use a dropper loop leader with 2 dropper hooks and a heavy lead or jig head on the bottom.  Same setup as surf fishing can be used in the kayak.

You'd want a seaworthy kayak to fish the spots where they live in and around Sunset Bay.  bb2fish's recommendation of Tillamook Bay would be a better option, IMHO, especially if you can catch Mojo Jojo while he's still in Oregon.
The fish bite twice a day - just before we get here and right after we leave.

I have a friend who said he used to get them out of a canoe in Yaquina Bay below the bridge. I haven't done it myself.

Pile perch are a different subspecies from surf perch, at least until they hit the frying pan. Seems like they run a little larger than surf perch. Not sure any other differences.

Has anyone tried this much and have any recommendations they would care to share?

I’m sure most of the bays have surf perch and can be caught easily from a kayak.  The one I am most familiar with is Tillamook Bay.  I fish the pilings by the old Coast Guard Station( next to the new one).  I use sand shrimp that I pump myself on the beach between old and new Coast Guard stations. 

I use a crappie rig with a small weight below. I usually use about size 8 hooks because the perch have very small mouths.  If the perch are there, they should bite immediately.  If you don’t get bit move down the line of pilings until you do.  They are lots of fun to catch on a trout pole.  Good luck.
