Is it just me, or does the Apex seat look exactly like the Surf to Summit Elite GTS seat?  At a $40 price difference, they sure do look awfully similar.

I did some research into Renissance Style Clothing last spring, and noticed that alot of the online retailers carry brands from other retailers, and basically they all just order from a wholesale outlet.

Any chance that Apex and StS just get this seat from the same manufacturer, and StS modifies it to make their Airwave version, and perhaps they put different straps on them, and up the price?

They're not the same seat.  The apex is a copy made in China.  The StS is made here.  I used both a bunch.  They're very similar and the Apex offers a great value however it doesn't have the rigidity of the GTS.  The Apex will eventually break down at the small of the back area.  The GTS won't.
