Do you just leave the rudder attached all the time to the yak?  Or do you take it off for transport? I am guessing you leave it attached... it would be a pain taking it on an off... I ask only cause the guy I bought it from said you are supposed to take it off, and that doesn't make a lot of sense after putting it on and seeing that it isn't just a quick change.

You leave it attached.  I doubt you would even need one of the Ocean Kayak.  They track pretty well from what I here.

You have to be careful about avoiding damage to the rudder when transporting the yak. Lots of times you won't need it. That's probably why your friend suggested taking it off.

I have a Pacific Action sail for my yak, and its best to have a rudder with a sail. Also, it might be useful to have one when fighting a big fish that is taking you for a ride when there are other boats around. Might come in handy for controlling the angle of your yak to your casting target while drifting.

I've never felt that I needed one for steering when paddling, or keeping a straight course in a side wind, but now that I have one, I'm going to use it.

If this is the T13 you bought from CL then I think the rudder should flip up.  The pull cord is on the left side passing through an eye-pad just behind the seat.

It is that one... He didn't mention it had a rudder so I didn't know about it. Bonus... right? :)  I hooked it up and it does flip up.  So, I am guessing it stays on all the time.
