Usually blackmouth fishing is pretty decent in Shilshole Bay during the winter.  The drop-offs near Meadow Point and West Point and along the north shoreline of Magnolia hold a few. But I haven't managed any this year, and haven't heard of many PBers landing them in the area either.  They follow the bait.  If the bait sticks, the fish stick.  Seems the bait are hanging near Kingston and Jeff Head this winter.  There's always lake fishing as plan B.
