who has the best Kokanee gear in Vancouver/ Portland?
Can't find the colors that I want.

I know your question specifically said Portland/Vancouver, but up here in Tacoma, Sportco has the largest inventory/selection of Kokanee tackle (or any tackle). If you have one down that way I'd check it out...I *think* Sportco might be synonymous with Outdoor Emporium.

Fisherman's and Sportsman's has always done well by me but I catch about 90% of my kokanee on cheap hoochie spinners tipped with canned corn.

when ive gone kokanee fishing, I have always used a small dodger, 14 18 inch of leader, red hooks tipped with maggot or white corn. In lake stevens it seems to work really well. You can find that anywhere

Try www.kokaneekidfishing.com   I bought one of the kits and have fished with his gear -- not the cheapest, but it really catches the kokanee!

Fisherman's Marine & Outdoor has a good selection of dodgers and flashers, hoochies, wedding ring spinners, dick nite spoons, etc.

I've always found Fisherman's to have what I need "before" I go, but I've learned to always stop in at the local Mom & Pop tackle shop once I go. Perhaps it's just my desire for peace of mind that I have all my basis covered, but the locals for the fishery usually know what's hot and what's not.

Sure, this doesn't apply to only Kokanee, but it's worked for me!
