I am a bit hazy on this... Do you need a card to take dungies from westport? Sure doesn't seem like it... But I had some say you did. I haven't seen any new regs so I thought I'd see if anyone else knew of this.

Dungeness catch record card and crab endorsement is only required in Puget Sound (Marine Areas 4--13)
