I would definitely recommend A heavy claw anchor to get hold of theee bottom. Current is really fast through there and a soft gravelly bottom

I anchored up my tandem last year about this time beside Goat Island. As others have stated the water rips through there pretty good so be safe. Also the water is a tad higher this year right now than it was last year (if memory serves). As far as tackle I'd recommend the same as what you'd fish from a power boat. Most guys on the Willamette fish tiny (panfish sized) green grubs on tiny leadhead jigs. I've always had better luck with the smallest size Dick Nite spoons. Try a few different colors.

The spring shad run is one of my favorite Oregon fishing experiences, and one of the few times when I miss my powerboat.
