Joe-- I have fished Freshwater bay once --with a guy who lives in Port Angeles- Floatincowboys.  You can PM him through our membership.  What I know is that unless you're planning on running out deep, you probably won't run into halibut.  Much more likely to catch ling or salmon or other rockfish.  The area of Freshwater Bay to Whiskey Creek is really pretty and fish or not, you'll love that paddle.
Have heard through Salmon University website that there are salmon in that area now--if I were going to target a species--thats it.
Enjoy your paddle, the Strait of Juan de Fuca really is beautiful-- I love fishing out there.

Whiskey Creek is one of the prettiest spots along the Strait, there's a nice campground there, and it's pretty well protected.  The kelp beds hold big kings in the early hours, on an incoming tide you can mooch with the current just outside the kelp and have a good chance at a tyee.  Ther are good tides this weekend, with a weak ebb in the evening---ideal fishing for bottomfish.  There are a few lings to be had, and usually some big and tasty flounder, and as for halibut----I like the Twin Rivers  east of Pillar Point, the fish are not too far out in the Strait, and tend to be a little shallower than on some of the other humps, I have hooked them in as little as 120 feet right between the twins.    Beware the east wind, though---can get really nasty on the flood tide.  And file a float plan if you;re alone, next stop is Yokahama harbor.....
