I have an older OK P-13, the hatch has a cup inside I want to remove.
 I have cut a few Yaks before to add hatches and used my jigsaw to do this.
 Now I want to cut out that cup but not sure which tool will do the best in the tight space allowed. I do have a dremel but not sure which blade to use if that is even the right tool for the job.
 Thanks for any help here.

I have cut some holes in kayaks in places where a sabre saw won't fit. I used a electric drill with a router bit in the chuck. You have to be real careful as the bit sometimes wants to grab so you need to hang on to the drill motor real well and support it as best you can. The bit will eat yak plastic pretty fast and clean but go slow and once again brace the motor well. Also watch your fingers in case it wants to grab, would be a nasty cut  if it gets away from you.

Practice on a old garbage can lid or something first...

One more thing...Dremel  has a small router bit for their tools, it also will work well but slower and safer, just don't let the shaft above the cutter blades touch the plastic or it will melt a big blob of plastic on the shaft that is hard to remove. Drill a hole first to get the bit started in, drink a brew and go for it...

more like the last pic, except under the 6" hatch.
 I just want more room to store extra tackle below.
 Possibly a fat bag to fit.
 I will go look at the selection of dremel bits at my local Ace, I have a router bit for it, but it looks a little aggressive for the job.

Any chance the OEM hatch and bag was swapped out with something like this at one point ?  When you say "cup under the hatch" this is the only thing I can imagine.  I would think they would have it so that cup can be pulled out to give access to the kayak's interior.

    looking at this pic, I am wanting to cut out the black bottom of the hatch just under the hatch rim.
 The older P-13's were designed with that portion rotomolded into the boat.
 I believe the dremel is the tool to use, just not sure which type of blade to use...wheel or router bit.

Bring it up to the pdx area and I bet you could get an "INSAYN" cut job. I think he likes a good challenge and I'm sure he don't mind cutting other people's boats.
