Scenario:
You and a buddy are fishing for halibut from a boat. You each have licenses, catch cards, and a rod in the water. You hook up and land a halibut. You mark your catch card.

Can you both continue to fish your rods until the second halibut is caught and marked on your bud's catch card?

Or, do you have to sit out?

Small window on the bottom right of page 102 in the regs. When fishing in the salt all lines can be deployed until the boat limit is met.

This I have experience with.
I am NOT posting this reply for the purpose of debate nor apposing views, simply a statement of fact.
This statement is assuming the fishers are in 'a vessel' meaning one boat. If questioned, be convincing to the officer that you are fishing as a team, therefore the same statement applies. It will most likely work in your favor.
I know of an officer that has been re-assigned who did not see this statement the way a group of single occupancy fishers in individual vessels would interpret this statement. And remember it is a statement, not a regulation.

isn't that a bit like saying "go ahead and drive intoxicated but be really convincing when telling the officer that you only had one or two beers"?

In Oregon at least, there is no gray area, boat limits are allowed in the ocean and Columbia River (below a certain location.)  I don't see any exceptions for any species, it applies to all based only on location.  cheers, roger
