They can be.  There are a lot of different flatfish.  Some much better than others, all edible. 

many caught in shallow waters seem to have parassite issues.  It deosn't really affect edibility or taste but it does affect texture.  Some flatfish, most notably arrowtooth flounder but also I have seen it in yellow fin sole caught off the spit in Homer, the parasites (that you wont even npotice while eating) release an enzyme that when heat is applied, causes the flesh to turn to mush.  taste and nutritional value isn't that affected but its super mushy.

2nd that, I've only had one, but I thought it was very good. The meat was a bit more delicate so take care with preparation but the flavor mild and good.

The arrowtooth flounder is the crap fish of the flat fish world.  I believe the enzyme you are thinking is protease that breaks down the protein when heat is applied.
