Do you need a boat license or any license when you install trolling motor on kayak?

In Washington, under 10hp and under 16 feet, no registration or boaters safety education required.

My understanding is that you will have to license the boat IF you use it in Federal waters. (aka Puget Sound).  State water (lakes) your fine.

Federal waters do require registration, but local authorities don't enforce it. If your trolling engine is gas, you'll be required to have an extinguisher as well.  Finding an absolute definition off federal waters is also seemingly impossible.

In Oregon, when I last checked, if it has a motor, it needs to be licensed.  It is by the foot so my 18.5 foot 100 lb canoe with an electric trolling motor would cost more to register than a 17 foot, 1810 lb Boston Whaler with a 90 hp OB.  Totally makes sense.

Q: Do I need to register my small pontoon boat if it has a motor?
A: Yes. Any watercraft with any type of motor must be titled and registered with the Marine Board.
A title is required in order to register.
 
1)obtain the manufacturer's statement of origin and/or bill of sale
2)obtain the application for boat title/registration
3)Submit to the Marine Board with required fees

Yeah, they should have a flat rate for boats under 100 pounds or even 150. The bright side is that if you are getting bent over the barrel by having to register it, you only have to pay for an invasive species permit every other year. ;)
