The use of the word "rape" in this sense is a bit hyperbolic, don't ya think?   ::)  The random blog written by some guy who makes tackle and doesn't understand statistics is simply that so I'm gonna go ahead and take it for what it's worth.

When in doubt, blame everything on the warm water blob and climate change.    All joking aside, it may be part of the halibut decline.

I think the whole fishing reg thing is always a few years behind the reality of what is happening real time. Protect lings and then they wipe out the other rockfish and all thats left is big lings eating little lings. Protect the rockfish except for blues and blacks, then they get wiped out. I caught, released and successfully descended HUGE vermillion, yellow eye, copper, China's, and flags at Neah last week but never found a blue or black and was trying hard because my wife prefers them. I think the author makes a few valid points. Marine biology and fishing regulations are probably more art than science.

My Sekui friends have told me they were seeing natives fill semi truck loads of halibut. There is "0" supervision, and management on the natives long lines and nets. It started with the salmon decline, and now the bottom fish. I seen 500 boats at pillar point opening day, and less then 10 fish on the docks. Pretty soon there will be no sport season, and i will have to illegally catch my food for my family.

"Rape" was the first word that came to my mind. Please excuse my lack of vocabulary. I'm working on getting a lawyer to proof read my future posts. I'm a pretty sarcastic guy, it doesn't come out well in written text. I heard a lot of complaining by other fishermen who didn't hook a halibut. I actually caught two this last week, so what do I care. By the way, if the quota is not met after this Thursday, you all will get other great opportunities to catch a Halibut on a Sunday and or maybe a Thursday. Happy fishing!

I can understand the sarcasm not coming across through posts. No worries.
Thursday was dismal, no doubt about it. The radio chatter I heard, plus a lack of halibut on the beach was pretty crummy. I felt fairly lucky to get my fish on Saturday.

I guses my point of posting the article was not to support the author and his ideas, but the fact that a couple days before we (in Washington) were "Alowed" to fish for Halibut, the tribes went out and raped the area. It seemed a lot less halibut were caught by sport fisherman this year than previous years (for opening week where weather wasn't really a factor). The tribes knew what they were doing, I believe it was intentional. Its a real kick in the shorts.

"Unequivocally"
The native fishery was not intentional..... no conspiracy theory here sorry. Their fishery was delayed several times due to weather. The tribes were actually fighting with each other this spring because the tribes in the straight wanted to go fishing early and the coastal tribes couldn't get out due to weather. There is an agreement that they will all fish at the same so courts were involved to stop the tribes on the staights from fishing. Trust me they all wanted to go earlier.
As far as the halibut disappearing, not do much. More like halibut were harder to find combined with the poor weather it meant boats weren't working as hard to find fish. The general consensus was that fish were still holding in deep water. One guide buddy said they were catching and releasing halibut two at a time on all rods for 2 hours looking for bigger fish, but they were fishing in 1100 FOW.
As for the kayak crew, the guys that fished known halibut holding water, some by luck some by knowledge, had a damn 100% success rate. So the fish are out there, just in different places and crummy weather kept people from moving around more.

What Bill said ^^^^^ I seen two dead halibut, now that was while someone out fished spot of courses. I did that once and in my case it was a once in a life time chance but if you ever get the chance to fish with him grab it fast he's very knowledgeable and shares that knowledge with those he fishes with.
