I've had this exact conversation with some local fisherman at ol' pirate coffee.  They have told me there are plenty of halibut just off Depoe Bay in the sands.  They often tell me nobody catches, because people rarely try.  If the winds hold off I may give it a go.

At the ORC this year, while waiting for the fish cleaning station I talked to a pair of power boat guys who claim to have caught 2 halibut the weekend prior between the 2 buoys............. So yes, I would think someone could catch a halibut from a kayak. Hard to say if it was true or not, but my fish finder sure looked like it became sandy beyond about 70 feet of depth.
