I know this is a question for ODFW, but I'd rather ask here first.

Is the OWAP an actual sticker to be applied to the kayak/sup/etc, or is it a digital permit like a fishing license? 

Like many of you, I have 2 kayaks and a SUP (all over 10ft) and often invite friends to come fish or hang out.  Will they need to buy a OWAP, or can I buy one for each of my watercraft?

It's actually a question for the Oregon State Marine Board.

The question I have is, can I get a refund on the 2020 portion of the two 2-year invasive species permits I got from the OSMB last year that have suddenly been replaced with this new permit.

I checked the OSMB site and found the answer to my question...

I bought a two year Tyvek tag. Will they be honored?
​YES. AIS Tyvek tags that expire December 31, 2020 will be honored and a Waterway Access Permit will not be required for tag holders in 2020.
Tyvek tags are no longer being sold.​

I'm bummed that the Tyvek tags are being phased out.

Every kayak or SUP > 10 ft long will need a permit
The permit can be digital or paper.  I didn't see anything about a sticker.

I have several kayaks. I'll probably do one digital permit for myself and have a paper copy of another for guests.  I also saw that children 13 and younger are exempt.

OWAP (digital or printed) works for any boat that it is on, mine shows up on my phone with my license/tags.   cheers, roger

Good idea.  Ideally I’ll do the same and laminate the printed copies and store inside the yaks.

I used Rite In The Rain paper to print my license and tag last year and it held up fine - and it can be folded.  Did it again this year.  Easier and cheaper than laminating documents.
The fish bite twice a day - just before we get here and right after we leave.

The invasive species permits where transferrable from boat to boat, so you only needed to buy enough to cover what you put on the water.

With the electronic, there wasn't even a way to tie whether someone was out on the water somewhere else with one of your permits which you couldn't give to them.

My understanding was the OSMB kind of turned a blind eye to it in acknowledgement of the issue and were supposed to gin up some kind of scheme for you to buy only what you need but also to provision a boat you weren't with AT THAT TIME even though your permitting was electronic.

I presume that is tied up in the waterway access permit somehow.

I have no fricking clue what to buy for my three kayaks.

Same for me....went to walmart and bought a 1 year permit ($19!)....it links to your account and will show up electronically as well as your hard copy you purchased

Here's your update. Stay home, but your permit is still required even though it is invalid.
