Beginning August 14, 2020 retention of cabezon will be prohibited for anglers fishing from boats.

Except for commercial fishing. It's open all year for cabezon. "Cabezon: 1,000 pounds per 2-month period" (ODFW Commercial nearshore fishery regulations https://www.dfw.state.or.us/MRP/regulations/commercial_fishing/gfregs/index.asp#Nearshore2).
Commercial take of Canary rockfish is also 1,000 lbs. every two months with a nearshore endorsement.  :icon_scratch:

From what I understand, the commercials get the bulk of the cabbie quota in exchange for the sporties getting the bulk of the lingcod quota. If that's really the case, I think we got the better end of the bargain.

I went to the public meeting in 2018. The ODFW spokesperson said the trade-off was between BRF/Deacon/Blue & Cabbie quotas. If that's the case, we're getting the short end of the stick, imo. Although, the charter folks at the meeting made it clear they were happy with that deal. Do you know where we can take a look at the quotas? I was able to get 2 nice ones this year, one at DB & the other at Simpson. They're my favorite for BBQ.

The last time sporties approached the black rockfish quota (2017 I think), they shut down all bottomfishing. Couldn't even fish for lingcod. At least they don't take that same approach when the cabezon quota is met.

Agreed. Also, it sound like the longleader sporties are knocking the hell out of the Canaries beyond the 40 fathom line.

I called ODFW about this & Christian Heath got back to me. He was a wealth of information & very easy to talk with. Here's his email:

In short, for each species there is a stock assessment. From there, an ACL (annual Catch Limit) is established for the many different fisheries on the Federal level through the Council process. ODFW then goes through the state processes (Oregon Fish and Wildlife Commission) for the different state allocations. Once the harvest guideline is assigned, the individual fishing sectors now manage to that specific allocation. Fish are not shared between commercial and recreational to prevent one fishery from negatively impacting the other fishery.
