I am assuming with the sporadic rain that not all of the fish have raced up out of tidewater. I am planning on hitting one of the coastal bays this weekend hoping the little bit of rain pulled some of the late fish in out of the ocean. Anyone else heading out this weekend for some bay fishing?
I fished Tillamook Bay the last three days out of a PB.  Fishing was really slow.  I didn’t see anything caught in the ghost hole the first couple hours of each day and only saw a few caught along the N jetty.

Part of the mystery this year is the fish do not appear to be in tidewater to begin with. I have a couple friends who fish it regularly and it should have been (and still be) stuffed with fish. However there doesn't appear to be any around still.

Think they could still be holding in the bay and not biting? I doubt it, we are fairly late in the season and seen lots of guys hiking down the cliffs of the Nehalem above the tide water line and bridge today.

Have there been similar observations of lack of fish in the tidewater at nearby bays like Siletz, Yaquina, Nestucca, etc?
I've seen a lot of fish in Siletz, Yaquina, and Alsea tidewaters this year. Late August and September were really good fishing (for me anyway). But it was spotty: one day would be great fishing, the next would be tough. Not much consistency to it.

The strange thing is the discrepancy among anglers' success rates this year. Among my seasoned salmon angler friends, some have had a great season while others have largely struck out. I haven't identified any rhyme or reason for that.
