Anchovy intel (and what about Sand Lance?)

I just moved into the Portland area from Northern California for a new job. Wondering if anyone would be willing to share some information on fishing for Anchovies in the Northwest Oregon area. From shore or kayak. I’ve heard of some pretty crazy Anchovy migrations into a river near Seaside.  Is there a particular time or year that they start showing up nearshore or in local bays?

That would be interesting to get some chovies....  I'm following this thread. 

Anyone target Pacific Sand Lance? I would be interested in trying some, and it sounds like their pretty abundant in protected bays. Will they bite on sibiki rigs? Or would the hooks need to be smaller (looks like they have pretty small mouths). They eat copepods among other things, so they should take a small bait or small fly.

I think it was last spring when thousands of sand lance were washing up on the beaches around Alsea Bay. I've seen schools of them on my depthfinder when fishing at Pacific City, only knowing they were sand lance because the salmon I was catching were stuffed with em. They have really small mouths, so I'd try the smallest sabiki you can find if you're going to try to catch them.

I live near Yaquina Bay (Newport), and I haven't seen any schools of anchovies here yet. However, we do get a lot of Pacific herring in the bay. The run of big spawner herring will be showing up about a month from now. Easy pickings with a sabiki rig.
