Depot Bay Launch???

Last year in early September, I was scouting Depot Bay as a launch point.

From the road at the North side of the "harbor"...(East, of course, from Hwy 101) ....looking across  the harbor, I could see a boat-ramp and parking lot....but also....saw that the entire parking lot was empty, and could see that the access road was chained.

So...to fish Depot Bay, do you guys launch from that ramp & lot.... and was the fact that it was chained that day just an accident of timing?
