I believe this discussion might best be split off to the AOTY board, but I'll comment here at the moment.  :help:

I don't think there will be an easy solution to the differences in regional fishing options and rules as far as it relates to the AOTY.  I'm not just talking about the Oregon and Washington conflict. I'm also addressing the lack of participation in Idaho (no access to saltwater) and Alaska (short season, few anglers).  IMHO, the easiest solution would be to break it into state by state competitions.  One fee, yet one angler can enter fish in more than one state; depending on where the fish was caught. There would be some software configuration to do, but I believe NWKA would benefit the most in the long haul.  Prizes might be a challenge as well, or might actually be easier (the advertiser pool might grow to match participation in outlying regions  :dontknow:.)

An overall AOTY winner would then be a different ballgame to determine, and could be addresses from a fresh perspective.

Coming to WA State too ...

Two-pole option: A new license option allowing anglers to use two fishing poles in specific waters for an additional, annual fee of $20 ($5 for resident seniors). The two-pole option, authorized by House Bill 1778, will generate revenue for hatchery fish production. The two-pole option will be available after state rules are adopted designating waters where two fishing poles will be allowed.

It hasn't been designated exactly where yet.

In the same vein as the rest of our reg's it will be:

Two poles in abc, def, & hij lakes on Tuesday through Saturday during odd months and rivers xyz, tuv, & qrs on Sunday and Monday on even months, limit one fish.  All fish caught on second pole must be released between the hours of noon and 5pm.
