So... what's the deal with this location? 

Can we legally launch kayaks there?
Is it safe to launch kayaks there, and head out to the ocean?
Is there a fee to use the park?

More importantly, is it fishy out in the ocean from there?

You can legally launch kayaks there. Maybe I'll go with you, just for the halibut.  :banjo:

I was just wondering if we could, now I'm wondering if I'll go through the same hassle you did earlier.  Is there any fishy underwater structure away from the "protected" rocks?

I wasn't that impressed with the fishing close in, & we weren't able to fish very far out on the point because of the north wind. The area we fished was mostly shallow & sandy. To reach the hali grounds we'd have to go out a ways.
