This was news to me.  I came across this tonight.  http://www.ifish.net/board/showthread.php?t=333280

Sounds like someone has issues with paddlers sharing their river.  This can't be the common opinion of power boaters, can it?  I've never had anyone take issue with me paddling and most seem to get a kick out of me catching fish from a yak.

He didn't get a very good response. Most people seem to support kayakers

snopro, that guy acts like he's stuck in 1955.you forgot to tell them that in essence, you already have to pay registration/user fees for any kayak ( canoe too??) over 10ft starting this year. whats scary is that several of them are pushing for more mainstream power boat style "education" and ownership. it shows that they know there is a problem but it also shows they are trying to legislate it out of existence instead of educate it out...

Why is that scary?  There are lots of idiots on the water, and it's a legitimate concern in my mind.  Education is needed.  Should probably be required when you purchase a yak.

I'll bet that numerically, all the kayak anglers (competent and stupid alike) are far, far outnumbered by the number of idiot power boaters.

Totally agree.  Gaining enough knowledge to pass the boaters permit test is a good start, and bare minimum of what any boater should know.

The topic becomes difficult for me when discussing a possible fee increase for registration of manual vessels.  If I have to register all my "vessels" it would get expensive quickly.  Plus, I really don't want to stick those tacky vinyl registration numbers on my gear.  ;)   Initially one of the big draws to non motorized water craft for me was the lack of expenses involved.  I'd hate to see that change.

Let's keep this in perspective.  The thread is about conflict between powered watercraft and non-powered watercraft.
WE are just a small percentage of the non-powered watercraft.  As a sub-group, we tend to be well informed and courteous.
The complaint is that the needs of non-powered watercraft users on the whole are conflicting with the desires of some powerboaters to avoid change.
Do we (as a group) want to do away with powered vessels on the rivers?  No.
Do we want to avoid being grouped in with the newbs, idiots and enviro nazis?  Yes
Do we want to avoid being run over by someone not paying attention? Absolutely.

I don't think requiring a B.E.C. for everybody is such a bad idea. Even if you don't operate a motor, it's good to know proper procedures, and to be able to anticipate what maneuvers motorized craft should be taking in certain circumstances. However, only OR residents are required to have the card, and it's not a point of sale item like the AISPP. So w/o registering all of your yaks, canoes, pontoon boats, SUPs, etc. how will enforcement know if you are a resident?

I think the OSMB would drown in all the paperwork (title/reg/renew) necessary to manage all non-motorized craft.

I think Washington residents have a boat operators card requirement also.

IMHO, the guy who started that thread over on ifish, "Johnnygonefishin," is nothing more than a "chicken little" moron. Probably hates any physical exercise.

Myself, i am proud to say that I am an avid paddler and cyclist. I am 100% AGAINST any canoe/kayak registration fees and mandatory fee-based boater ed classes for paddlers.
I am also 100% FOR spending more money on more and better bike trails, bike paths, and bikeways in places where it is now unsafe to ride, due to no shoulders and crazy drivers.
Just so any politicians reading this will know, I would never, ever, vote for anyone who spoke out against more bike paths, etc and came out for imposing fees on paddlers, no matter what else they stood for or against.
