As I drove home last week and crossed the columbia I was wondering what kind of fishing was around in there. Then I thought I'd have to get an Or. license to even fish it so forget it for now. But since it's the border between the two states does that make either ok?

You just need a license from the state that you launch from; then you can go anywhere you want, as long as you're still on the river.

On another note, if you fish the ocean, you can actually come down about 30 miles into Oregon and still fish within 3 miles of shore with your Resident Washington license.  Some for Oregon.  Total shoreline is about 60 miles, from Leadbetter Point Washington south to Cape Falcon Oregon.

This includes Seaside, which is a popular tourist town here in Oregon.

As far as I know, you can fish the Columbia with a Washington license and still launch a boat on the Oregon side.  I do it all the time, and have been checked by wardens and they never had a problem with it.  It is correct that you must stay out of tributaries, backwater sloughs, etc on the Oregon side with a WA license.
