how much wind is too much wind? i am looking at the surf report for this weekend it is showing it will be flat but 16mph wind. is that decent?

It depends on your boat, your experience and if the wind is gusting, building etc.

16mph wind is definitely fishable if you are ok with being blown around as soon as you stop paddling/pedaling.
