I can't speak for bottom fish but for bass fishing
I carefully monitored painted vs unpainted and
saw no measurable difference in catch rate over a
2 year period.

Thus I pay no attention to painted vs unpainted and
buy based upon hook shape and quality for a given
weight.

I just buy my lures and jigs if they say on the packaging that they cause cancer to Californians. 
Figure no fish has a chance then, right?   ;D
