I'm looking for a nice starter set up in the 150 -200 range. Weight , Length , band of rod . Reel and line type ? I think I'm going to start with trolling herring. Any advice is welcome.

A very common setup that you'll see mentioned on this site for salmon is a Berkely AIR IM-7 with an Abu 6500 reel.  I use an AIR IM-7 rod with a Shimano Cardiff 300.  Whatever the reel, make sure the drag is smooth and stays that way.

Though I have fished from conventional boats for decades,  I am still something of a rookie fishing from kayaks.  For that reason,  I have been using what I consider "Learning Curve" set ups.   I anticipate gear will be going overboard so have been using setups that will work, but I won't loose a bit of sleep if I loose it.   Cheap Okuma lever wind w/ line counter and Shimano TDR.   As my confidence increases in the Kayak, so will the value of gear I will be willing to take out. 
I only consider using super braid line so to be able to troll deeper with the limitations fishing from a kayak involves.   
I used to think that Bigfoot might exist. Then I saw the reality shows where they are looking for them.  Now I am certain they don't
