Wise men have said that as one's rite of passage, they must first build their own Kayak Scupper Cart so they may truly experience the mediocrity and disappoint first hand, thus appreciateing the dowlery required for a professional made version. Not one disappoint, I too have set forth on my own quest.
While at harbor freight buying tires, I found these little Gems.

I sure someone’s about to spit an adage of you get what you pay for, but has anyone used these? I picked 'em up just for the Halibut.

I've never had much luck with lanyards like that as far as rust goes except for expensive ones used by scuba divers. As for the pliers, I bet we all have a pile that have rusted shut (or open). Let us know how they work.

Ditto on the spring-loaded lanyard. The first time salt water gets inside it is on its way to toast. The same for a tape measure. 

The only spring-loaded lanyards I have which lasted a whole season are the ones inside my Stohlquist PFD pockets.  The one on the left is attached to my camera, and the the one on the right to my fishing pliers.

I remove the lanyards when I practice self-rescue.

I use those exact pliers.  Have been since 2009. 
I started with a pair of XTool floating blue/green plastic ones and those just didn't work for me. 

Added a Stainless Steel washer to the tip of one of the handles to attach a tether to it. 
Also, ground off the rivet heads and removed the springs that auto open the pliers.  They just got snagged up being there and really not needed. 

Rinsed with water after each salty adventure, and keep the hinge lubed with Corrosion-X.   They still look like new and work great.

I'm using a 15 year old original Leatherman tool that has stayed attached to my yak for two years now. I give it a spray of WD40 after most trips, and an occasional brush with a Scotch Brite pad. It works as well as it did new, and still looks pretty good. I like it better than any other pliers I have bought for the kayak, and the other tools on it come in handy from time to time.

Garage sales have pliers all the time. 550 chord is a good leash. Yep, wd40
