I will be making a run out to Whidbey tomorrow AM to fish that morning ebb, and I plan to launch at the Dave MAckie Memorial Park near Maxwelton.  Hopefully, I'll locate a few of those missing silvers with my 8wt!  In any event, it will be a new area for me, so I will be sure to post my impressions.

Later-

I checked out that park this spring during the halibut season. My impression- very shallow beach, probably a ways to decent water depth (silvers seem to prefer deep water, until they're close to ascending natal streams). Plenty of parking, when I stopped by.

Next access, that I know of is the Double Bluff Beach access. Not much parking, was crowded the day I drove by, but closer to deep water.

Next public access, that I'm sure of, is the Bush Pt. area. Very fishy, I've caught salmon off the beach here, deep water is close, and the fish swing in tight to the beach.

Good luck; I've been considering bringing my fly gear over for the Everett Derby, even though my heaviest rig is a 6wt.
