You really just need a location and enough people interested to participate.

If you want to make it interesting, you can make it a "money between friends" sort of deal by collecting a small entry fee and splitting the collected money between the top finishers.
(*feel free to consult your taxa attorney about legalities here)

If you want it to be official with prizes and sponsors etc.., then things get complicated.

With regard to the rules for competition... you're free to set them as you choose.  Generally, AOTD (Angler of the Day) is based off the scoring for our AOTY (Angler of the Year) with points given as per the AOTY rules using the points per inch by species system.

Announce a contest and they will come.  :)

I know that the local retailers are starting to notice the growth in kayak fishing in the area.  I'm sure you could convice a few of them to kick down some prizes.  Honestly, I'd show just for the fun of it.

I am with Spot. Prizes are fun, but hanging out with friends and fishing is the best part.

It takes enthusiasm, lots of energy and the support of family and friends.  I highly recommend doing it.  Go for it!   :)
See you at Gimme Shelter

Coosbayyaker would be a good one to ask.  He started the Sunset Bay AOTD a couple years ago and it has gotten bigger every year.  Last year they had a local surf shop, Waxers I believe, donate some really cool prizes, and some local Marine type vendors kicked in some stuff too.  The prizes go deep too.  Last year my 18.5" black won a Hobie hat and a Fisherman's coat rack.

Roy has really done an excellent job setting this tournament up and keeping it going every year.  I'm sure he'd be willing to give you his perspective on how to get a tournament started.

And, lets not forget that the ORC started out with someone posting about how fun it would be to meet up at the coast for some friendly competition.

I shot coosbayyaker a message but have yet to receive a reply , I'm going to talk to a couple of the local shops in the next week or two about the possibility of offering some swag for yak fishing the bay. Any suggestions on a good time of summer to get it going , as well as a show of replies as to who may come.

I would make the trip up. You probably want to avoid July 12 and Aug 23.

If I'm not mistaken, Tillamook Bay would be a tough one for an AOTD type event.  The bay has it's population of fish, but kinda seasonal per species.  Unless you are fishing near the jetties (not really that safe), rock fish and Ling type fish will be kinda hard to round up in any quantity.  Heck, even the flounder are scarce in that bay.   Just sayin...  :-\

Yeah, and and I remember that first one at Pacific City.  Some guy named Spot won with a nice Verm. But even more memorable was some humble guy named Pelagic Paddler that didn't want to weight in anything because he didn't think his limit of blacks was anything special.  That was the first time I met Ron.

Sorry if I sounded like I was trying to discourage you.  Not at all, go for it!
Throw out a plan and see if it sticks.

Where abouts did you catch the Blacks?
That size are awesome pan fried.
