Was just reading Bill Monroe's recent article and see the Oregon Marine Board is looking to bring in new money by creating new fees for non-power boats:

From the article:

Boating fee increase: In a potentially contentious budget year, with hunters and anglers facing fee increases, the Oregon State Marine Board is also considering raising boat registration fees, the first proposed increase since 2003, when the current $3 per foot began for motorized craft.

The Marine Board will decide in late June details it will send to the governor's office for presentation to next year's legislature. Among the ideas are a flat increase for all boats and graded rates for different sized boats. Also on tap for 2017 is a possible registration/fee requirement for non-motorized craft.

Final decisions on a proposal won't be made until after a series of meetings to get input from the boating public. There are about 170,000 registered boats in Oregon.

The Portland-area meeting will be from 6:30-8:30 p.m. at Clackamas Community College in Oregon City; in McLoughlin Hall, room M121. Additional meetings will be held in June in Coos Bay, Medford and Bend.

given the way this state operates,  each and every kayak will likely have to be "numbered" and require its own invasive species permit, bye-bye transferability.

So if I have to license and register my human powered boat that requires no extra cost to the state for me to use . Then why don't bicycles that get there own lanes, signals, lights and other perks that car registration pays for have to license and register there bike. Power boat registers= paddle boat register then motorcycle register= peddle bike register IMHO

So if I have to license and register my human powered boat that requires no extra cost to the state for me to use . Then why don't bicycles that get there own lanes, signals, lights and other perks that car registration pays for have to license and register there bike. Power boat registers= paddle boat register then motorcycle register= peddle bike register IMHO

That actually isn't a half bad argument!
If they push the paddle registration...then they should encompass the peddle-bike registration also!

I would assume it would be like when I go to Washington without a license plate on my trailer- you would not be required to have them. But then again, I may be wrong.

I'd rather pay for the ISP every year than have to pay for a kayak registration.

I predict this is going to be a battle.  Lots of legal type non motorized users will fight it.

I wonder what they would consider "non-motorized" to try and put fees to...
Drift boats?
Kayaks...minimum length perhaps, or all?...   Hard shell and/or inflatable?
Inflatable rafts?
Inner tubes?
Surf boards?

I'm curious to see what the State dreams up...
