     So far I'd say Spot has the most concise and precise answer. The more expirence--- the more gear.
    Until you get back to the KISS method of fishing. Then it just gets easier and so much less hassle.

If you are looking to stock a kayak shop with half an isle of fishing  tackle that would get a newbie headed in the right direction or items a regular guy would pick up in a pinch here are a few things for salt and salmon fishing I would recommend.  (Someone else will have to chime in for bass and trout)
Terminal tackle ... snap swivels, dual locks, sliding sinker snaps ... all in the 50 pound range.
Lead jig heads from 1-8oz
Grub tails from 4-8" in rootbeer, white and glow
Lancer Jigs all sizes and all colors, they work and they are an awesome local small company
Shrimp flies, easy way to catch black rockfish
Kone Zone flashers (I'll defer on the hot size and color) but you only need a small set not every color under the sun.
Pre tied two hook salmon leaders. Guys who tie their own almost always have supplies laying around and buy in bulk
Lead cannon balls from 4 oz to 12 oz
Salmon spinners/prawn spinners not something I use much but I know a bunch of guys on the big C swear by them.
If you want you can bring in any iron/buzz bomb type jigs you want and some guys will buy and swear by them.

That should get you started.
Oh and I wouldn't get herring b/c if you are only selling small volume your frozen bait is going to most likely be poor quality. Frankly I don't think it would be worth your time or space or money.

Hey CJ, welcome to the NW!

I like Bill's list above. I think it would be great if you had the supplies including terminal tackle to give people 5-6 basic set ups for the following:

1-Willamette Spring Chinoook trolling set up-mooching rig for herring and prawns spinner set up, flasher, 4-6 oz cannon ball
2-Wilamette/Columbia Sturgeon set up, barbless Sturgeon leader, 4-8 oz cannonball or pyramid weight
3-Willamette Bass setup-I think guys use big, deep diving crank baits. Someone else should chime in on this one as I can't catch Bass. Or check with Jeff aka Rawkfish
4-Salt set up-Jig heads as mention above in 1-6 oz with grub tails or Big Hammers in the 4-8" range as mention above, plus shrimp flies. I like Big Hammers in Atomic Punk, Glow, an motor oil.
5-Trout trolling set up.
6-Fall Columbia Salmon Set up-mooching rig for herring, salmon spinners, flasher, 4-6 oz cannon ball

Other misc supplies that would be good to have on hand are:
Scotty Rod holders
Game Clips
Lip Grippers
Maybe safety flags aka ATV whip flags, if you can get them.

Speaking as someone who was new to kayaking, and had not done any fishing at all for 20+ years, one thing that would be nice for newbies is something like a " tackle for dummies" (even if it's a few photocopied pages of drawings).  I can do internet research all day long and still be overwhelmed by choices when I go to Cabelas :-/  A waterproof color sheet for fish ID was an item I like but was hard to find, so that might be a good addition too.

Thanks for the added input guys exactly what I needed. 

I do understand how complicated tackle can get- I left a completely full 12x12 shed in San Diego full of gear that I have gathered over the years.  What I want to have here at NA is exactly that "Tackle for Dummies" or at least the bread and butter items that guys like.  Bonus if it is hard to find or Local.  I know I was told that Big Hammer stuff is popular among anglers but not in tackle shops.  This is something I would love to look at carrying and while I could likely choose colors based on my rockfish knowledge from down south, I love the input from others.

Once again thanks for all the help.  As we start building the inventory I will be sure to include some of the items mentioned.

No way guys. Those nuclear chicken grubs don't work at all. No one should use them.  ;)

I cannot understand for the life of me why you can't find those in Portland. I don't care; I just order them, but it's bizarre. A few stores carry them in other colors but I can't find that color anywhere locally. It's not like they're just consistently out (which I would understand); they don't seem to carry them at all. Maybe I don't shop at the right places.

Do you guys use the little grubs or the bigger swimbait looking things?
The smaller ones, 2-3 inches, work well for Greenling or Black Rockfish when they're close to the surface or around the help beds. For lings and cabbies pretty much bigger the better :) Not to say that a ling won't hit the small stuff. The 5-6 grubs on a 2-3 ounce jig head is a compromise that allows you to target both blacks, lings, and cabbies. They're too big for greenling though.

The 6" GULP grubs are fantastic for all saltwater bottom fish. I have had success with all the colors but get frustrated when a pack only lasts half an hour.
Basically, a great bait that always produces but are a bit on the spendy side for constant use.

I agree with Bill, herring doesn't seem practical at NA.  And if you want to see a small store with all the right salt and salmon gear go to the little store at Barview.  That place has a great selection of the right gear packed into two little isles.

+1 They are fantastic, but tail biters will immediately destroy them. I'm on board with Noah on the smaller varieties. Those are my #1 greenling getters. Flounder too!

Lancer is a really small operation. Tony is more or less a one man show, and does this because he enjoys it, and likes catching fish vicariously through all that use his jigs. When you buy from him they are essentially made to order.

Game clips.  I don't know anyone that has them in PDX.  I checked dive shops, too.  They told me they were seasonal and could order them.  I cut out the middleman and ordered it myself.

I would definitely stock the items listed above for rockfish. Most kayak fisherman hit the salt for rockfish. Other stores have the stuff, but none in PDX has a real good selection.  Hoggs out in Hillsboro has a good selection for rockfish and great prices, but it is 30 miles from me so I rarely make it that far out. As for flashers, I love Konezone. I bet if you put a poll up for Konezone colors you would quickly narrow it to the top 10 if not top 5.  I caught all but one of my salmon on one color last fall. I will be buying a back-up of that color next time they are on-sale.
