Thank you Roger.  It was that subparagraph "e" that had me confused when I called ODFW.  I asked only about landing and coming ashore, since that's all that concerned me at the time.

I reported ODFW's answer as it was given to me.

I apologize for any confusion I may have caused for anyone who isn't me.
The fish bite twice a day - just before we get here and right after we leave.

Looks pretty clear.  Since I was considering the Multnomah Channel looks like I'd need to pick up an endorsement for Oregon as well.  Pretty spendy for a nonresident tag.

Snopro, conveniently ODFW does not spell things out as clear as WDFW does.  It's rare that WDFW regs are easier to navigate than ODFW are.

Where is the endorsement required?
The endorsement is required, along with a fishing license and a catch record card, for anglers 15 years of age and older to fish for salmon and steelhead on the Columbia River and its tributaries when open to fishing for those species. WDFW, working with the Columbia River Salmon and Steelhead Recreational Advisory Board, has developed a list of waters in the Columbia River basin where the endorsement is required.

I haven't seen this written this clearly anywhere in the ODFW site, so I read it as a potential to get a fine.  If it is the same as WDFW, then I can see how you came up with your scenario where you could launch from Oregon and fish in Washingon.  I'm sure many of us will have the LEO's give us grief one way or another.
