Can't make it tonight, so I'll ask now:

For river mouths like Astoria or Nehalem, is slack water at high tide the best bet for trolling? Or, is there little difference between low slack and high slack?

Right now I'm just slacking in general trying to recover from jet lag and a viral gift from my neighbor on the plane, and I know how many fish that will bring home!

I can't make it up to PDX tonight.   Um, let's see, what would be a good explanation....   I'm drunk and can't drive. 
Maybe I'll catch the September clinic or just continue my random "techniques" and see if there are any dumb salmon this year.
