I fished out of Willamette Park yesterday, 3/20/19 from 12:30 til 5:30 - during rising tide. Trolled plug-cut herring with about 10 boats and 3 other kayakers. Mostly trolled upriver around the green can and around the Sellwood bridge. I don't have a fishfinder yet, so just following the other trollers. Had one take down right by the green can at about 5 o'clock and try as I might to let the fish eat the herring before giving it any pressure, the fish was gone by the time I decided to set the hooks.  Fish checker said one fish for about 20 boats when I got on the water. Saw no one hook up while I was on the water.

You're out there early, trying and you hooked up. Great! I'm sure you have a bright future with your kayak. Keep your line in the water.
